Abstract
The Working Group on Agricultural Research and Education Report for the Eighth Five-Year Plan (1990-1995) provides a comprehensive roadmap for enhancing India’s agricultural sector through research, education, and extension initiatives. The report emphasizes the need to transition toward knowledge-intensive agriculture to increase crop productivity, generate skilled employment, and support economically disadvantaged groups, including women. Key recommendations include strengthening State Agricultural Universities (SAUs), establishing Genetic Enhancement and Technology Blending Centres, and promoting mission-oriented research in pest management, sustainable practices, and post-harvest technology. The National Agricultural Research Project (NARP) and the KRISHINET initiative are highlighted as pivotal mechanisms for research coordination, data sharing, and technology dissemination. Manpower development through scholarships, fellowships, and vocational training is stressed to ensure a skilled agricultural workforce. Extension education is prioritized via Krishi Vigyan Kendras (KVKs) to provide integrated advisory services, training, and demonstration programs for farmers. The report identifies critical challenges such as land and water limitations, soil degradation, and climate impacts, proposing sustainable and diversified farming systems to enhance rural livelihoods. Proposed budget allocations for the Eighth Plan include ₹1,020 crores for research, ₹250 crores for education, and ₹100 crores for extension activities. Overall, the report underscores strategic investment, institutional autonomy, and technological innovation as essential for sustainable agricultural growth, equitable access to knowledge, and rural development in India.
