dc.description.abstractThe Department of Agriculture, Madhya Pradesh, prepared the Annual Plan for 1972-73 within the framework of the Fourth Five-Year Plan, emphasizing comprehensive agricultural development aligned with national objectives. The plan focused on strengthening research programs for important crops, maximizing irrigation through groundwater and surface water utilization, expanding the use of fertilizers, plant protection measures, improved seeds, farm machinery, and institutional credit. Key strategies included increasing cropping intensity, adopting high-yielding varieties, promoting multiple cropping, implementing dry farming techniques, improving soil and moisture conservation, and providing marketing and warehousing facilities. Special attention was given to the economic upliftment of small and marginal farmers, agricultural laborers, and those practicing rainfed agriculture. Financial allocations under the plan included Rs. 1360 lakh for agricultural production, Rs. 1490 lakh for minor irrigation, Rs. 1470 lakh for soil conservation, and Rs. 4483 lakh overall, supplemented by central sector funds and cooperative credit. Physical targets for high-yielding varieties, fertilizer distribution, plant protection, minor irrigation, and intensive agriculture blocks were outlined to boost productivity. Review of 1969-70 and 1970-71 indicated satisfactory progress, with total foodgrain production reaching 97.79 lakh tons in 1969-70 and 108 lakh tons in 1970-71, despite challenges such as adverse rainfall. Fertilizer consumption increased by over 60%, improved seeds were widely distributed, and farmers’ training centers at Gwalior, Chhandkhuri, Jabalpur, and Indore provided institutional and field-level education. The plan also promoted mechanization, irrigation expansion, and effective seed certification and testing programs. Overall, the Fourth Plan aimed to significantly enhance agricultural productivity, support small farmers, and modernize farming practices across Madhya Pradesh.
