Preliminary Memorandum on the Fourth Five Year Plan Punjab State

Abstract

As the first step towards the formulation of the Fourth Plan it Was necessary to make a careful assessment of the extent to which the Third Plan targets were likely to be achieved, to locate areas of short-fall, and to identity the reasons accounting for them, so that correctives could be applied in the Fourth Plan to the deficiencies which were discovered in the plan strategy and implementation. It was all the more important to do so as in some directions the economy had advanced less rapidly during the Third Plan period than had been anticipated and, furthermore, the progress had in many respects been counterbalanced by the explosive trend of increase in the population.
