Karnataka Draft Annual Plan1986-87

Abstract

With the launching of the Seventh Five Year Plan form April 1985, the Annual Plan of 1985-86, which forms the base year of the new medium-term plan, should have begun with a very favourable and optimistic environment for initiating the new thrusts in policy and programmes enunciated in the new five year frame. But, unfortunately for Karnataka, 1985-86 has turned out to be yet another year of severe drought affecting as many as 145 talukas out of the total of 175 taluks in the State. That such a situation confronted the State for the third year in succession, the two preceding years, 1983-84 and 1984-85 having also been affected by drought, is frustrating and has subjected the State's economy to very serious strains on financial resources and availability of power for production.
