Abstract

Realizing the urgent need of making a radical change in the approach to the State Plan Development strategies from the existing system of Departments oriented programmes to a Holistic approach of the State Perspectives, various changes and reformation were suggested in the Approach Paper to 10th Five Year Plan and was submitted to Planning Commission. In the Approach Paper the critical areas of development, obstacles, lacunae and difficulties faced by the State Government in building up its economy were elaborately explained. In the Approach Paper the priorities, objectives and strategies of the State were clearly spelled out based on the critical studies, and evaluation that was emphasized in the Draft 10th Five Year Plan.
