Abstract
The development programs implemented in Osmanabad District during the Second Five-Year Plan period (1956–57 to 1960–61) represent a comprehensive effort to promote socio-economic progress through coordinated initiatives across agriculture, irrigation, industry, education, health, infrastructure, and social welfare. Located in the Marathwada region, the district experienced significant demographic and administrative changes following the reorganization of states, resulting in an increase in its population from 807,458 to 1,210,041 with the inclusion of additional talukas. Characterized by a laterite plateau landscape, rivers such as the Maryra and Tarina, varied soil types, and an average rainfall of about 31 inches, Osmanabad possessed strong agricultural potential that formed the core focus of the development strategy. Agricultural programs aimed to increase productivity through improved farming practices, expanded use of fertilizers, distribution of improved seeds, and the promotion of key crops such as jowar, cotton, gram, and groundnut, with special emphasis on expanding cotton cultivation. Complementary initiatives in animal husbandry focused on improving livestock quality, particularly the Deoni breed of cattle, while expanding veterinary dispensaries, breeding centers, and poultry development programs to support rural livelihoods. Irrigation infrastructure development formed another important component, with projects such as the Khasapur and Thirna schemes designed to improve water availability for agricultural lands. Industrial development strategies emphasized the promotion of cottage and small-scale industries, including weaving and leather tanning, along with support for cooperative enterprises to strengthen local economic activity. Infrastructure improvements included the expansion and modernization of road networks to connect major towns and enhance transportation and trade across the district. Educational development initiatives focused on strengthening primary and secondary schooling, establishing teacher training programs, and promoting vocational and basic education to equip students with practical skills. Public health improvements were pursued through the establishment of new clinics and health centers, along with disease control programs targeting tuberculosis and leprosy. The plan also addressed housing needs through the Low-Income Group Housing Scheme to provide affordable accommodation for residents facing urbanization pressures. In addition, targeted welfare programs were introduced to uplift Scheduled Castes and other backward classes through educational support, housing initiatives, and economic assistance. Public awareness campaigns using pamphlets, public meetings, and educational outreach further aimed to engage local communities in development efforts. Overall, the initiatives undertaken during the Second Five-Year Plan sought to create a balanced and inclusive development framework for Osmanabad District, emphasizing agricultural growth, social welfare, infrastructure improvement, and community participation to achieve long-term sustainable progress.
