The State of Rajasthan was formed as a result of the merger of 19 princely States and 3 Chief-ships varying in size, population, political importance, administrative efficiency and economic development. The process of integration started in 1948 was completed in 1956. The important problems facing the State after formation were the restoration of law and order, stablisation of the State's finances and the establishment of a uniform and rational system of Government. Further, 60% of the area of the State was under the Jagirdari system in which the tiller of the soil had no incentive for the improvement of his land and he did not enjoy either security of tenure or the facility of fair and fixed rent.
