If there is any significance at all in the Community Projects movement it is that the people should by their own individual and corporate effort seek and pursue the path of progress. It is in essence a movement to build and promote democratic life in the economic, social and administrative spheres. Success in such an effort has naturally to be measured in terms of the quality of the effort and of the methods accompanying the same. The ideas, values and institutions of a people are a matter of a long and inherited tradition.
