The Tribal Sub-Plan (TSP) is a plan within the State Plan with earmarked funds for tribal development. It is being implemented since the Fifth Five Year Plan with specific objectives of reducing poverty, improving educational status and eliminating exploitation of the tribal families. The Integrated Tribal Development Projects (ITDPs) are operational units to realise the objectives of TSP. At the instance of Ministry of Welfare, Government of India, the Programme Evaluation Organisation (PEO) of the Planning Commission undertook the evaluation study of the ITDPs to assess the effectiveness and performance of planning and monitoring arrangements.
