dc.description.abstractThe people of India have once again shown great democratic awareness. They have signaled their powerful desire for change. Their mandate calls for an alternative model of development within the framework of national planning. The kind of development we have had has led to growing disparities and inequities, a felt sense of injustice and oppression. This, in turn, has produced widespread discontent and unrest that have fanned the forces of violence and disorder. Certain sections have also become vulnerable to obscurantist, communal appeals. This has aggravated the sense of frustration and, in its wake, coercion by the state apparatus.
