Abstract
The Second Five-Year Plan of the Industries Department has been made on the assumption that Cottage and Small-scale Industries as well as Village Industries would receive special emphasis. The first Plan envisaged an expenditure of Rs. 55 lakhs during the five years ending 1955-56 but this had to be toned down on account of several difficulties, mainly that of non-availability of technical personnel. In order that the Second Plan may not suffer from the same defect, care has been taken to see that training Centers are started to give us the requisite number of trained persons, as the schemes under the Plan progress. The usual method is to provide training-cum-production centers as also tuition classes. We have, however, gone a step forward art have proposed establishment of two Polytechnics in addition to the two, which have been started under the First Plan.
