Abstract
The geo-physical conditions of both the districts are as such that, the terrain is very difficult and full of hills and dales. The large nos. of streams and rivulets, which crises-cross the area, necessitate building of bridges and culverts. As a result, it is not only very costly to build roads but also results in lot of delay in completion of projects. There is great scarcity of construction materials like cement, bitumen, R.S. Joists etc. Moreover transportation of these construction materials is very difficult and costly There is only one Railway line passing through these two hill districts. connecting Cachar Dist. on the South, Sibsagar Dist. on the North and Now gong Dist. on the West. During rainy season, the huge land slips become a hazard to the traffic and as a result communication remains suspended for days together disrupting supply of essential commodities to these hill areas.
