Abstract
The review of West Bengal’s Annual Plan 2004-05 evaluates the state’s financial and sectoral performance across key development areas. With an approved outlay of ₹5,149.87 crore, including ₹3,433.11 crore in central assistance, the plan achieved 91.07% of anticipated expenditures. Significant progress was reported in agriculture, rural development, special area programmes, irrigation, energy, industry, transport, science and technology, and social services. The Special Component Plan (SCP) allocated ₹2,864.10 crore to promote inclusive growth, particularly for Scheduled Castes and Tribes, with substantial investments in education, health, rural development, and employment generation. Achievements included enhanced agricultural productivity, expansion of rural employment schemes, improved water supply and sanitation, and educational advancements. The review emphasizes targeted interventions for disadvantaged groups, strengthened monitoring, and self-help initiatives, highlighting West Bengal’s commitment to inclusive socioeconomic development and strategic financial management aligned with national objectives and the Tenth Plan.
