Augmentation of coal production is critical for meeting the rising energy demand in the country. Considering that private participation is crucial for augmenting coal production in the country, Planning Commission had formulated a Model Concession Agreement (MCA) for PPP in Coal Mining after extensive deliberations with the stakeholders and experts. During these deliberations, it was noted that while several State Governments and Public Sector Undertakings have been allocated coal blocks, they do not possess the requisite expertise for undertaking exploration of their coal blocks and for preparing the Mining Plan.
