Abstract
The Planning Commission have approved the size of the State’s Fourth Plan at Rs42O.5O crores comprising Central assistance of Rs240 crores and the State resources of IJs 180.50 crores. The main difficulty in finalizing the Fourth Plan for the State so far has been that the outlay of Rs420.50 crores approved by the Planning Commission was such that even the minimum spill-over commitments could not have been fulfilled within this outlay. The real problem in regard to the Plan of Andhra Pradesh is with regard to the allocations for Irrigation and Power. In view of the constraint of resources the State Government have accepted the position that a drastic reduction in the outlay of Rs650.00 crores originally proposed by it would be necessary. Having regard to the fact that many of the inevitable commitments were in the Sectors of Irrigation and Power and in our anxiety to see that the increase in the outlay over the one approved by the Planning Commission was kept at the minimum possible level, we tried to reduce allocations in the other Sectors to the maximum-extent possible consistent with the requirements of the Sectors in our State and the national priorities in this regard.
