Study of Special Employment Programme for the Educated Unemployed (1971-74)

Abstract

At the instance of Planning Commission and the Ministry of Finance, the Programme Evaluation Organisation carried out an Evaluation Study of ‘Special Employment Programmes’ sponsored by the Central Government during the last three years of the Fourth Five Year Plan i.e. during 1971-72 to 1973-74. A large number of schemes were implemented under the programme and the cumulative total outlay on these schemes was as much as Rs. 329 crores consisting of Rs. 189 crores on schemes for educated unemployed and Rs. 140 crores on schemes for rural employment. This report deals with the schemes for educated unemployed. the schemes for rural employment have been covered in a separate report i.e. ‘Study of Crash Scheme for Rural Employment.
