Abstract
The Directorate of Economics and Statistics, Himachal Pradesh, under took a survey of self employed households in non-agricultural enterprises under National Sample Survey programme 29lh round (July, 1974 to June, 1975). Himachal Pradesh is participating in this Programme since 1972 and had completed three rounds with the completion of this round. For the purpose of this survey, the governing council of the NSSO decided to restrict the enquiry to ‘mainly the own account workers in different sectors of non-agricultural Industries alongwith small employers whose activities were more or less similar to those of own account workers". In other words the objective was to carry out the survey in regard to the enterprises/ establishments functioning in the un-organised sector of different non-agricultural industries. The un-organised sector for the purpose of 29th round enquiry was defined as “the enterprises under own account workers and those employers who did not usually employ more than five hired workers.” The employment ceiling of five hired workers was adopted for till non-agricultural enterprises with a view to provide complementary data to that being collected under Annual Survey of Industries for registered manufacturing repair enterprises. Therefore, besides other sectors, whole of the un-registered Sector of manufacturing industry (not registered under the Indian Factories Act) was brought under the coverage of the enquiry. This report which has been based on the data collected through this survey for the self employed households and those establishments having 5 or less hired workers in non-agricultural enterprises presents detailed results for Himachal Pradesh and deals with the accounts of enterprises throwing data on fixed capital, working capital, employment, input, output, value added and loans transacted during the reference year. Information regarding number of days worked during last month type of power used in manufacture and area of operation in transport sector has also been provided. Some important tables on general characteristics of the self employed in non-agricultural enterprises will be presented in the subsequent report to be released in due course of time containing tables of group-I priority.
