Abstract

The Project Report Preparation Guidelines issued on January 2, 1961, by the Planning Commission of India establish a standardized framework for the formulation and submission of detailed project reports relating to irrigation, power, flood control, drainage, anti-waterlogging, and anti-sea erosion initiatives under the Second Five-Year Plan. The directive seeks to ensure technical rigor, financial clarity, and administrative efficiency by prescribing comprehensive documentation formats outlined in Statements I and II for submission to the Central Water and Power Commission. The guidelines require systematic inclusion of hydrological data such as rainfall, discharge, silt load, and flood history, along with geological investigations, seismic considerations, soil analysis, and groundwater assessments. Detailed engineering designs, including dam sites, canal alignments, topographical mapping, and material suitability tests, are mandated to guarantee structural soundness and environmental compatibility.
