Local Budgeting and People's Planning A Study of PRIs in Rajasthan and Kerala

Abstract

This report provides a comprehensive analysis of the Panchayati Raj Institutions (PRIs) in India, focusing on their financial structures, legal provisions, and the socio-economic context in which they operate. It examines the decentralization process initiated by the 73rd and 74th Constitutional Amendments, highlighting the roles and responsibilities of various tiers of local governance. The study emphasizes the importance of financial devolution, the impact of local governance on rural development, and the challenges faced by PRIs in effectively delivering services. It also explores the gender perspective in local planning and budgeting, offering insights into the participation of women and marginalized communities in the governance process.
