Abstract

The First Five-Year Plan for the State was for Rs. 164 crores. Timing the period of its execution there was considerable awakening in the people regarding economic needs and concrete steps that can be taken to improve the standard of living and social services. By the time drafting of the Second Plan was started the people became planning minded. They could play an important role in drawing the Plan. It was our idea to associate the local people with the framing of the Plan as far as possible. Projects like steel mills, multi-purpose river valley schemes, toil prospecting need long-term planning and the organization tasks of such a nature that these schemes can be best co-ordinated on an All-India basis.
