Abstract

The Draft Seventh Five Year Plan (1985-90) and Annual Plan (1985-86) for Jammu and Kashmir present a comprehensive strategy aimed at fostering industrial growth, socio-economic development, and employment generation. With a total proposed investment of Rs. 3,000 lakhs for the five-year period and Rs. 516 lakhs allocated for 1985-86, the plan prioritizes modernization and expansion of key industrial sectors, including textiles, pharmaceuticals, silk and woolen products, cement, and precast concrete, alongside establishment of new industrial estates. Emphasis is placed on boosting small-scale industries through financial assistance, raw material procurement, marketing support, and upgrading existing facilities, with projected creation of over 47,000 jobs. The handicrafts sector receives focused attention, with a proposed outlay of Rs. 2,800 lakhs to enhance production, modernize techniques, strengthen the Directorate of Handicrafts, implement artisan training programs, and expand exhibition opportunities, targeting a rise in production from Rs. 90 crores to Rs. 200 crores and generating approximately 400,000 employment opportunities. The plan also aims to revitalize handloom and sericulture sectors through upgraded seed production, market mechanisms, and skill development initiatives. Socio-economic inclusivity is embedded through a tribal sub-plan and targeted support for marginalized communities, ensuring equitable participation in development initiatives. Overall, the plan integrates strategic financial allocations, infrastructure upgrades, and capacity-building measures to strengthen industrial performance, traditional sectors, and human resources, thereby fostering sustainable economic growth and employment in Jammu and Kashmir.
