A Report on the Coverage and Quality of Information Regarding Engineers in the National Register of Technical Personnel. Manpower Studies-1

Abstract

This report evaluates the coverage and quality of information on degree-level engineers recorded in India’s National Register of Scientific and Technical Personnel as of 1955. The analysis reveals significant under-representation across major engineering disciplines, particularly among younger engineers, with overall coverage below 40 percent. Despite growth in the engineering workforce, the Register’s coverage showed little improvement over time. The study identifies substantial data gaps and recommends methodological enhancements and systematic statistical analysis to strengthen the Register as a reliable instrument for technical manpower planning and national development.
