Abstract
This technical paper examines the central role of adult education and volunteer engagement in addressing widespread illiteracy in India and advancing socio-economic development. It outlines the progressive phases of adult literacy—from basic and functional literacy to continuing education—and highlights strong linkages between literacy levels, economic productivity, and social progress. The analysis reveals persistent gender and rural–urban disparities, financial constraints, and limitations of traditional teaching methods as major challenges. Emphasizing the mobilization of educated volunteers and community-led initiatives, the paper advocates for institutional support through a National Board for Adult Education to coordinate efforts, optimize resources, and strengthen literacy programs. Collectively, the study underscores adult education as a critical pillar for inclusive and sustainable national development.
