The Debt and Investment survey carried out in NSS-37th round January to December, 1982) was the fourth in the series of decennial countrywide investigation on household indebtedness and divestment. The objective of the survey was to build up dependable estimates of the assets and liabilities of the households and also to assess the extent of borrowing and capital formation etc. in the household sector both at state and all-India level. The first “All-India Rural Credit Survey” launched by the Reserve Bank of India (R.B.I.) in 1951-52 was mainly policy-oriented and had twin objectives of studying both the demand and supply side of the credit. While from the point of view of demand for credit, information on assets, economic activities, credit operations and the incidence of debt on the rural households were collected, data on extent and mode of operations of the different credit agencies were enumerated with a view to examine the supply side of the credit. The second decennial enquiry on the subject titled as ‘All-India Rural Debt and Investment Survey’ conducted by RBI in 1961- 62 was more broad based.
