dc.description.abstractThe main emphasis in the Fifth Plan will therefore, be to ensure a steady increase in the total State income so as to reduce the gap between the State per capita income and the per capita income at the national level. Acute backwardness from which some parts of The State suffer at present and the problem of growing unemployment especially amongst the educated youth, shall be dealt with directly. Growth in national income, without which improvement in the general economic standards of masses cannot be achieved will, however, no longer be assumed to automatically lead to the generation of adequate job opportunities and rise in the standard of living of all classes of population.
