The central objective of public policy and of national endeavour in India since Independence has been promotion of rapid and balanced economic development. The first five year plan was intended as a step in that direction. For formulating the plan, the Planning Commission attempted a fairly comprehensive review of resources and of needs in the light of circumstances then existing. The programme of development incorporated in the plan was calculated to strengthen the economy at the base and to initiate institutional changes which would facilitate more rapid advance in the future.
