Through the planning operations, India has successfully carved out a place in the technological map of the world. This is indeed a creditable achievement. We have trained personnel for all fields of development. Yet after thirty seven years of planning, India remains a predominantly agricultural country. Agriculture remains as the core of the Indian economy. It supports the largest number of our people and it is in this sector that the largest volume of employment is generated. Even so, our food production is not able to meet the needs of the people. Government have been able to create a buffer stock of foodgrains. But this is maintained for distributive convenience and for relief purposes in times of need and calamities.
