dc.description.abstractThough the country has witnessed notable progress in several sectors of the economy during the last 50 years, Growth Model based on social justice hardly reflects any visible improvement in the socio-economic conditions of slum dwellers and other weaker sections of the urban population. A large proponion of the urban households still have no access to basic amenities which are necessary not only for improving living environment and quality of life in the cities but also for enhancing the productivity, efficiency and earning capacity of the under privileged population of the urban society. Planners of the First Five Year Plan observed that slums were a national problem and also a disgrace to the country. The need for giving greater attention to slum improvement was emphasised in all Five Year Plans.
