Report of the Working Group on Training for IX Five Year Plan Constituted by Planning Commission

Abstract

The role of the Government should be more that of a facilitator of training and to ensure effective monitoring of training programme rather than a supplier of training infrastructure. It would not be possible for the Government alone to provide the required finances for the entire range of training activities. There is, therefore, a need to identify other sources including assistance from international agencies as well as through levy of a cess on enterprises to create a Skill Development Fund.
