Government of Assam Revised Draft Second Five Year Plan Part III Supplementary Plan for Consideration of the Planning Commission

Abstract

The multifarious problems and difficulties that face this underdeveloped area have made Assam a problem State from the Planning viewpoint. The lack of factory industries and the extreme dependence of the people on agriculture, the recurrence of heavy floods and erosion periodically in most of the agricultural Areas of the State, the slender rail link with the rest of the country which is dislocated for months at a time almost every year, the ( problem of transport and communications within the State specially on the north bank of the Brahmaputra and in the hill districts, the pressing need for adequate educational and medical facilities which still heed to be greatly improved, the lack of power facilities, the urgency of town planning measures and the necessity of bringing about greater amenities and a higher standard of living for the rural population, particularly in the tribal' areas, are some of the basic problems of the State which Widest be tackled in an effective manner in the course of the Second Five Year Plan.
