The existence of slums is one of the most serious problems of our cities. Basically they are the dwellings of the most deprived sections, who have probably migrated from villages and small towns in search of employment which was not available to them in their original places. How slums are to be improved in a metropolis such as Delhi which has a sizeable planning machinery and resources, is the subject of this study. This problem in the context of Delhi has been studied on several occasions in the past, and reports were given. Some action has also been taken, but the slums have continued to exist. Social justice requires that the poor in the city should have their due share in the economic growth and prosperity of the city, and that they should be enabled to get out of the wretched conditions in which they live.
