dc.description.abstractburden of which has emerged when it was too late except to continue with them. This has been a sort of embarrassment to both the Centre and the State. It is urged most strongly that firm decision regarding financing for the whole Plan period should be made in advance of implementing the Plan. the State should know for certain what Central assistance will take the form of loans and what will be grants.
