Abstract

The Draft Annual Plan for Agricultural Development in Madhya Pradesh for 1973–74, along with the review of achievements under the Fourth Five-Year Plan (1969–74), presents a comprehensive assessment of agricultural progress and future strategies aimed at strengthening food production and rural development. The document highlights significant improvements in agricultural productivity during the Fourth Plan period, marked by a substantial rise in food grain production and rapid growth in fertilizer consumption, which exceeded the national average. Expansion of irrigation facilities, increased adoption of high-yield variety seeds, and improved agricultural practices contributed to enhanced crop performance, particularly in wheat and pulses. Despite challenges such as the severe monsoon deficiency in 1972–73 that affected several districts, the state maintained its overall food surplus status through corrective measures including intensified rabi cultivation programs and improved input distribution. The 1973–74 Annual Plan aims to build upon earlier achievements while preparing the foundation for the forthcoming Fifth Plan, focusing on increasing fertilizer usage, expanding irrigation through groundwater development, promoting high-yielding seeds, and strengthening pest management systems. Institutional finance and investment also played a crucial role in supporting agricultural expansion and modernization during this period.
