The term Flood Control does not connote total elimination or control of floods or total immunity from the effects of floods as that is rarely economical or practicable. It is, however, well within pragmatic realism to adopt measures, structural and non-structural to protect the areas exposed to moderate and frequent flood waves, although measures for protection against extreme floods of low frequency are seldom economically feasible. The term "flood Management" is, therefore, more rational and would include provision of a specific amount of protection from floods by structural/non-structural methods to reduce the damage due to floods.
