Abstract
One of the major concerns of Indian Planning has been the welfare and development of the weaker sections of the society and among them more specially that of the Scheduled castes and the Scheduled Tribes. These groups have, for historical reasons, remained socially and economically backward, and with this background sustained efforts have been made in the annual plans to raise their social and economic standards, in line with the guidelines spelt out in Article-46 (Directive Principles of State Policies) of the constitution.
In the first two national plans, welfare programmes were aimed at improving economic and educational standard of these classes. However, by the end of the forth five year plan, the strategy for development of these classes was proposed to be based on
