Abstract

Fifty years of planning, from 1951 to 2001, is a long journey. The State has had nine Five Year and six annual plans in between this period, involving an expenditure of Rs. 82,566 Cr. The expenditure up to the end of the Annual Plan, 1997-98 in the State, was at Rs. 58,472 Cr. . It was only 5.1% of All India expenditure at Rs. 11,55,572 Cr., for the same period. the outlay of the Ninth Plan (1997-2002) of the State (including Uttaranchal), at Rs. 46,340 Cr. is also 5.4% of All-India outlay, at 8,59,200 Cr. It is a matter of concern that the shares of the State in All-States plan expenditure/outlay have been far less than the share of the State (16.2%) in country's population. In consequence to this, Uttar Pradesh continues to be one of the most backward States of the country, far behind most States in per capita income as well as in respect of the levels of socio-economic development.
