Abstract

The Selected Buildings Projects Team Report on Industrial Estates, presented in May 1959 under the leadership of Shri S. K. Patil, outlines a comprehensive framework for the systematic development of industrial estates as a strategic component of India’s Second Five Year Plan to promote small-scale industries. Recognizing infrastructural deficiencies such as inadequate accommodation, equipment access, and raw material supply as key constraints to industrial growth, the report emphasizes the necessity of well-planned estates that facilitate operational efficiency, shared services, and uniform production standards. Based on evaluations of six existing estates, the Team identified significant variations in design, land utilization, and construction practices, underscoring the need for standardized norms. Recommendations include dedicating 60–65 percent of estate land to factory plots, limiting road coverage to 20 percent, adopting standard shed spans of 30 and 40 feet to achieve economies of scale, and maintaining optimal shed heights of 14 feet for ventilation and worker comfort. The report also highlights substantial cost-saving opportunities, notably through reduced dependence on structural steel—estimated at 10,000 tons—by employing alternative roofing solutions such as timber, precast cement, and pre-stressed concrete. Additional emphasis is placed on essential services, including sanitation, water supply, and drainage systems, to be integrated into planning prior to construction in collaboration with local authorities. Overall, the report advocates strategic site selection, technical standardization, material efficiency, and coordinated governmental action to ensure that industrial estates become effective instruments for accelerating small-scale industrialization, reducing costs, and strengthening India’s broader economic development objectives.
