Abstract

The Chairman (Shri Jawaharlal Nehru) observed that the draft memorandum on the second five-year plan which had been circulated to the Chief Ministers and State Governments was a draft for consideration. In view of the various uncertain factors it would be unwise to treat any five year Dian as rigid. It could only provide are broad framework which could be added to or subtracted from in the light of experience and in the light of further information—technical, statistical and otherwise. Precise details could be given only in the annual plans.
