Study of Existing Information Set-Up in the Social Planning Division

Abstract

The study on the existing information setup in the Social Planning Division of the Planning Commission (1969) evaluates the effectiveness of data collection, reporting, analysis, and storage mechanisms used for social welfare and backward classes planning. Findings indicate fragmented, incomplete, and time-lagged information from states, primarily focusing on financial metrics while neglecting qualitative assessments of scheme impact. Reporting inconsistencies and limited analytical use hinder effective planning and evaluation. Recommendations include defining specific information requirements, developing standardized data collection proformas, enhancing analytical processes, engaging regularly with state agencies, and improving information storage systems. Implementation of these reforms is expected to strengthen data-driven decision-making, facilitate comprehensive evaluations of social welfare schemes, and establish a cohesive and integrated information framework for the Planning Commission.
