dc.description.abstractThe Report of the Steering Committee on Elementary and Adult Education for the Tenth Five-Year Plan (2002–2007), prepared under the aegis of the Planning Commission, presents a comprehensive framework for advancing universal, equitable, and quality basic education in India as a cornerstone of human resource development and socio-economic progress. Grounded in the constitutional mandate of Article 45 and guided by policy commitments such as the National Policy on Education 1986 (revised in 1992) and global initiatives like the Education for All, the report reviews past performance, assesses persistent regional and social disparities, and outlines strategic interventions to achieve Universalization of Elementary Education (UEE) and substantial adult literacy gains. It emphasizes the critical linkage between literacy—especially female literacy—and key development indicators such as population stabilization, health improvement, and economic productivity. While acknowledging significant progress, including rising literacy rates and expanded school access, the Committee identifies enduring challenges related to quality, access for disadvantaged groups, teacher preparation, and financial constraints. The report proposes a strategic shift from mere expansion of access to a stronger focus on quality enhancement, curriculum reform, teacher education, strengthening of the Mid-Day Meal Scheme, and revitalization of adult education programmes within a realistic financial framework. By detailing goals, targets, operational strategies, and financing mechanisms for the Tenth Plan period, the Committee envisions an education system that not only ensures inclusive participation but also equips learners with knowledge, skills, and competencies necessary for sustaining India’s democratic, economic, and technological advancement.
