The Andhra Pradesh Annual Plan 1995-96 (Volume II: Sectoral Programmes – Industry and Minerals) outlines a comprehensive framework to strengthen the state’s industrial and mineral sectors, aiming to enhance economic growth, employment, and resource efficiency. The plan emphasizes the utilization of Andhra Pradesh’s abundant natural resources, including coal, iron ore, mica, asbestos, oil, and natural gas, alongside leveraging agricultural productivity to sustain industrial development. Key initiatives include promoting village and small-scale industries with a budget of Rs. 649 lakhs, supporting large and medium industries with Rs. 715 lakhs, and enhancing mining and geological activities through Rs. 80 lakhs in allocated funds, ensuring environmental compliance. The plan integrates strategic incentives, infrastructure development, growth centers, cooperative support, and targeted schemes for women, SC/ST entrepreneurs, and marginalized communities to maximize employment opportunities and skill development. A significant portion of financing is coordinated with international agencies such as the World Bank, exemplified by projects like the National Sericulture Project (Rs. 4000 lakhs), and emphasizes high fund utilization for handicrafts and sericulture programs. Special Component Plans for Scheduled Castes and Tribal Sub-Plans further address socio-economic upliftment, including mini industrial estates and capital participation loans. Overall, the Annual Plan positions Andhra Pradesh to transform its industrial landscape through strategic investment, effective resource mobilization, and structured support mechanisms, fostering sustainable growth, enhanced exports, and broad-based employment generation across the state.
