Abstract

The Revised Second Five-Year Plan (1956-61) for the State of Madhya Bharat focused on comprehensive agricultural and rural development, building upon the initiatives of the First Five-Year Plan. With a total provision of Rs.10.39 crores, the Plan encompassed agriculture, forestry, soil conservation, cooperative development, minor irrigation, animal husbandry, dairying, fisheries, and related sectors, aiming to enhance rural productivity and livelihoods. Key objectives included increasing annual production of cereals, pulses, oilseeds, cotton, and sugarcane while implementing land development programs such as reclamation of fallow and weed-infested lands, summer and follow-up cultivation, and private cultivation supported through loans. Water utilisation was emphasized through minor irrigation works, lift irrigation stations, well development, and provision of pumps and Persian wheels, aiming to bring additional acreage under irrigation. Supply schemes involved distribution of improved seeds, fertilizers, and agricultural implements, along with urban compost development and seed multiplication farms to ensure quality inputs for cultivators. Special crop development programs targeted sugarcane, cotton, and oilseeds through irrigation, improved seeds, manuring, and demonstration programs, while horticultural development included nurseries, mobile squads, and establishment of orchards. Overall, the Plan aimed at increasing agricultural output, modernizing farming practices, ensuring resource efficiency, and supporting rural communities through a structured, multi-sectoral approach to agricultural growth and sustainability.
