Abstract
The Annual Plan exercise in the second year of the Fifth Plan period is again seriously handicapped because of the absence of any finality on the size of the Fifth Five Year Plan for West Bengal. The State Government sponsored a draft Fifth Plan with outlays totaling Rs. 1514 cores. No decision has yet been taken on this draft. The suggestion of the Adviser (PA), Planning Commission of a Fifth Plan outlay for the State of Rs. 1077 crores does not take adequate notice of the continuing deficiencies in certain key sectors of development arising from insufficient Plan outlays for them in the past years. The Central assistance has also been static at the 1973-74 level, and in real terms has actually depreciated significantly as u result of the continuing inflationary pressures.
