Draft Annual Plan 1979-80 Craftsmen Training

Abstract

The Craftsmen Training Scheme in Madhya Pradesh, operational under state management since April 1969, is designed to address skilled labor shortages, youth unemployment, and promote entrepreneurship through comprehensive vocational education. Originally comprising eight Industrial Training Institutes (ITIs) with 2,852 seats, the program expanded to 20 ITIs by the 4th Five-Year Plan, providing over 9,300 training opportunities across diverse trades. Supplementary initiatives, including the Work-cum-Orientation Scheme and Apprenticeship Training Scheme, have strengthened practical skill development for both public and private sector employment. During the Fifth Five-Year Plan (1974–78), significant progress was achieved, including the establishment of women’s and rural ITIs, an Advanced Vocational Training System, and a Trade Testing Cell. The draft Annual Development Plan for 1979–80 proposes a budget of Rs. 47.81 lakhs to enhance training infrastructure, procure equipment, expand apprenticeship enrollment to 10,000, introduce 100 short-term self-employment courses, and establish specialized ITIs for women and physically handicapped individuals. The plan prioritizes accessibility, quality, and inclusivity in vocational training, aiming to equip youth with market-relevant skills, foster self-employment, and meet evolving industrial demands. By integrating infrastructure development, specialized courses, and gender- and disability-focused initiatives, the Craftsmen Training Scheme represents a strategic approach to workforce development and socio-economic empowerment in Madhya Pradesh.
