Abstract
Friends, 1, on behalf of Finance Department, welcome you all to this first orientation course in planning methods. I would also like to express my thanks to the Gokhale Institute and to the Bureau of Economics and Statistics for their collaboration in this effort. In fact, the idea of organising such a course grew out of a suggestion thrown out by Prof. Gadgil during the Panchayati Raj Seminar held here last August. It is but befitting that Prof. Gadgil should be giving the inaugural talk, f stand here only to make a few preliminary observations and to suggest some working rules.
I would like to emphasize the differentness of this course. I may be pardoned if 1 oversimplify to gain effect. Firstly, 1 want to make the point that this is not a course in community development but a course in planning. I stress this because community development movement has a long standing in our country and many of you might have worked as Block Development Officers and might have taken a variety of training courses in Community Development.
