Abstract

Against the back-drop of the Fourth Five-Year Plan, for which a total outlay of Rs. 101.40 crores was approved, it is heartening to note that the size of the Fifth Five-Year Plan has been generally approved to be double of the Fourth Five-Year Plan size, not only, in toto, but also in respect of almost all the development heads. The total Fifth Five-Year Plan tentatively approved plan outlay is Rs. 231.40 crores. A comparative sectoral view of both these plans, viz., Fourth Five-Year Plan and Fifth Five-Year Plan, is given below just to give the ready idea about their outlays. According to the norms fixed by the Government of India, Planning Commission, the flow of funds ought to be in the proportion of 14 to 15% during the year 1974-75, 17 to 18% in 1975-76, 20 to 21% in 1976-77, 22 to 23% in 1977-78 and 24 to 25% in 1978-79. During the first Year of the Fifth Plan, viz., 1974-75, the outlay has finally emerged as Rs. 30.66 crores, which is 13.25 % of the total Fifth Plan outlay. This would, inter alia, mean that we are not much behind the above-mentioned norms in so far as the first year is concerned. It is also appropriate to mention here that initially against our draft proposal for Rs. 32-40 crores, the tentative plan outlay of Rs. 31.16 crores was approved for 1974-75 by the Government of India, Planning Commission.
