Abstract

Twenty first century is the century of knowledge. Our Prime Minister has given a call today to make India a Super Knowledge Power. During this century, our assets will be measured not in terms of material asset but in terms of human and intellectual capabilities. Human development and improvement in quality of life are the major goals of Planning. Adequate nutrition and good health are essential prerequisities for human development. Our constitution emphasises elimination of poverty, ignorance and ill health. Social sector planning ensures that appropriate policy and programme initiatives are taken and adequate investments are made so that poorer segments of the population can have easy access to all essential commodities, facilities and services. It is expected that these efforts will accelerate human resource development as human resources will alone are the engines of growth and development. It is essential that India's abundant human resources get out of the trap of under-nutrition and ill health and realize their full potential and enable the country to achieve rapid socioeconomic development and improvement in quality of citizens.
