Abstract

Bihar is passing through a very difficult time. The State is just entering from a nine which affected several districts. Most of the rolining districts were badly hit by acute scarcity conditions. Agricultural production went down sharply, receipts declined and will available resources had to be harnessed to prevent starvation and relieve acute human misery resulting iron h prices, shortage of food and drinking water. For agricultural state like Bihar it has been a very great calamity. It principle’ the economy of the State and has meant the diversion, for unproductive work, of scarce resources which could have been utilised for development work.
