One of the objectives of the planned economic development is the balanced regional growth of the economy. A study of the impact of plan programmes on the socioeconomic conditions and the Felt-needs of the people may be useful in providing guidelines to attain this objective. Such a study was taken up at the instance of Prof. V.K.R.V. Rao who originally proposed it in the meeting of the National Development Council held in November, 1963.
