Abstract

Though there is considerable literature on the Central Social Welfare Board and its various agencies at the Union, the State and the District levels, a short account of these bodies is given below for ready reference in connection with the observations made in the ensuing pages. (i) The Central Social Welfare Board-The Central Social Welfare Board, constituted on August 12, 1953 by a resolution of the Government of India in the Ministry of Education, was charged with the function of generally assisting in the improvement and development of social Welfare activities’’ in the country and was expected in particular: “ (a) to cause a survey to be made of the needs and requirements of social welfare organizations; (b) to evaluate the programmes and projects of the aided agencies; (c) to coordinate the assistance extended to social welfare activities by various Ministries in the Central and State Governments: (d) to promote the setting up of social welfare organizations on a voluntary basis in places where no such organizations exist; and (e) to render financial aid, where necessary, to deserving organizations or institutions on terms to be prescribed by the Board.
